Open letter To BOYKO BORISOV, PRIME MINISTER OF THE REPUBLIC OF BULGARIA SIMEON DYANKOV, MINISTER OF FINANCE BOJIDAR NANEV, MINISTER OF HEALTH Dear Mr Prime minister, Ministers, We address you in relation to the forthcoming discussion of the draft budget for 2010. We are strongly alarmed by the planned reduction of fund for healthcare for next year with the amount of nearly half a billion leva. In comparison to the current year. At the moment the deficit in the sphere of healthcare is not small. The patients do not receive regularly their medicines for serious chronic diseases, such as the oncology and rare diseases. In out-of-hospital healthcare there is a limitation of the access to specialists that in practice turns this service unusable to a large number of persons who pay regularly their health contributions. In hospital healthcare the patients are forced to cover a substantial proportion of the expenses for their treatment by themselves that makes this activity hard to access for the most vulnerable groups also at the moment. The reduction of funds for healthcare with over one fifth in next year will deepen these negative tendencies and the Bulgarian citizens will face extremely harsh conditions that will often endanger their lives. An additional problem is also the economic crisis that deepens in our country.
It puts the people in even harder financial position and directly endangers their health. According to the analysis of the World health organization in such a moment the illnesses increase in every country, the reason for that is the additional stress that people are subjected to and the lack of means for a normal life. Therefore the World health organization recommends to every country during a financial crisis not to cut the budgets of healthcare, to bend every policy through the prism of healthcare and every minister to think as a health minister! Dear Mr Prime minister, It is important to every one of you that his ministry have a larger budget. We the patients want to ask you before you proceed with voting the budget for healthcare to look at the funds that had been allotted for this year and take into account the numerous .media reports and articles about poor and late treatment. In our opinion now is the time to show the necessary political will and to delimit from the prior governments' underlined genocide against the people and increase the expense part of the budget for healthcare. Bulgaria is on one of the first places for least expenditure of public funds per capita - 39 leva, in comparison to the rest of the countries in the EU. Maybe the economists have got an explanation to insist for a balanced budget but we know that in order to have balance between life and death it is necessary that we receive treatment. We have always listened so far that healthcare is a priority of the state, we beg you this time to show by deeds that the government thinks of its people. We are convinced that you will consider both our appeal and the recommendations of the WHO and you will correct the draft budget for next year in its part for healthcare. We insist on a meeting before the draft budget is submitted to Parliament in order to present our human motives in a time convenient to you. We rely on your political will and sense !
