At a meeting on the 16th of December the government approved a 'concept for hospital service'. The concept itself has not been published. According to the announcement of the government press centre it includes classification of the hospitals into municipal, district and 'high tech' . The latter will receive money from the funds of the European Union. It can be assumed that the objective is to achieve a distribution of the health institutions similar to the state administration as a centralized pyramid structure. The announcement does not contain information about neither what the 'concept' provides for private hospitals nor if closures of existing hospitals is expected. There is no information either about the role of the existing dispensary clinics that will be closed most likely according to pending amendments to the Law on the health institutions. The Ministry of health has prepared a list according to which it is expected that contracts with the NHIS will be refused to 48 hospitals and to as many the payments will be reduced by 50 and more percent which probably will lead to their closure.
