Directors of hospitals from south and southeast Bulgaria will approach the Commission for protection of competition (CPC) about the misuse of monopoly position by the NHIS. That was decided at a meeting today in Svilengrad. Directors of hospitals in Karnobat, Aitos, Pomorie, Gulabovo, Radnevo, Harmanli, Svilengrad, Asenovgrad, Pirdop, Purvomay, Nova Zagora and Sofia took part. CPC does not have the power to revoke texts from the Law on the budget of the NHIS for 2010 but it will decide on the way of distribution of the so-called delegated budgets. During that distribution in breach of the Law on protection of competition and article 19 of the Constitution of the republic of Bulgaria NHIS has groundlessly given a privileged position to state hospitals and some private hospitals close to the government and thus has harmed the others. Besides NHIS has allowed itself without any lawful reason to give 'gratis periods' and has signed contracts with certain hospitals in breach of rules and limitations that have been imposed on other hospitals.
