Readiness for national protest declared
Citizens from all over the country supported the just demands of the directors of municipal and private hospitals. At a press conference today it was announced that the petition was supported by 127642 Bulgarian citizens from all over the country. The letter to the prime minister Boyko Borisov says that we want: 1. Immediate changes to the current legislation that will put all hospitals in situation of fair competition and let those win who are chosen by the patients. 2. Immediate abolition of the unlawful requirements of NHIS for two specialists per clinical path and new negotiations under the rules of NFA 2010 3. Increase of the budget of NHIS to the sum for 2009 4. Immediate abolition of the delegated budgets and fair payment of all reported work by the health institutions. 5. Abolition of the bureaucratic limitations in front of the specializing doctors 6. Provision of equal opportunities to all to apply for European funding The letter also says that we expect an answer from Mr Borisov by 17.00 hours on 15.02.2010. In case our just demands are not looked into and satisfied we will set a date for national protest against the unlawful closure of hospitals. At the meeting today a decision was taken to approach the Commission for Protection of Competition because of the misuse of monopoly position by the NHIS in determining the so-called delegated budgets. Article 23 of the Law on protection of competition introduces the ban of misuse of monopoly position by means of applying different conditions for the same contracts in relation to certain partners and thus putting them in unfair position as competitors. We will ask the CPC to look into the delegated budgets, to revoke the unlawful regulations and to impose sanctions to NHIS as provided in the law.
